Hellenic Navy Inspectorate General

General

The Hellenic Navy Inspectorate General is the statutory control body of the Hellenic Navy and reports directly to the Chief of the Hellenic Navy General Staff. 

It conducts Formal and Informal General Inspections, Follow-up Inspections and Special Inspections, Audits and Operational Assessments, according to the directions of the Chief of Hellenic Navy General Staff.

It implements the Health and Safety Policy and the directions of the Ministry of National Defence by controlling and coordinating the implementation of the Health and Safety System in all structures of the Hellenic Navy.

It defines the principles, procedures and selects methods of execution of:

  1. General Inspections, Follow-up Inspections, Special Inspections (Air and Ground Safety Inspections, Health and Safety Inspections and Inspections on specific General Inspection subjects).
  2. Operational Assessments of Major Commands, Naval Commands, Naval Groups and Naval Services.
  3. Informal Inspections, Audits, Operational Assessments of Warships, by the order of the Chief of the Hellenic Navy General Staff. In particular, for the Operational Assessments in Warships, the work of Inspector General is assisted by units of the Fleet Headquarters.

It coordinates and supervises the goal implementation progress and the adoption of measures to improve the efficiency of the HN structures.

It briefs the Chief of Hellenic General Staff about the results of the Inspections and Assessments and recommends corrective and/or preventive measures to improve the situation, issuing a detailed Report.

It collects, analyzes and evaluates statistics on problems and weaknesses of the Services, as resulting from the above Inspections/Assessments, in order to define improvement measures and to draw up relevant instructions and guidelines accordingly.

It handles issues of Inspections/Audits of Quality Management Systems. 

It inspects all types of Naval Projects and infrastructure installations (Structural, Electromechanical, Electronic, Port) assisted by specialized personnel of other Hellenic Navy structures, who are placed under the command of the Hellenic Navy Inspectorate General.

It controls, in accordance with the current legislation, the measures taken to protect the environment,

which prevent pollution and degradation, ensure human health and maintain the ecological balance and it directs the adoption of corresponding improvement measures.

It recommends the policy to be followed and handles executive issues of quality assurance, control and certification, in accordance with applicable national/international legislation and practice, in order to ensure that all activities of the Hellenic Navy comply with them.

It monitors, through Flight and Ground Safety Inspections, the implementation of all related orders and institutional texts, as well as the implementation of accident prevention programs.

It participates in national and international, scientific or military conferences and seminars related to matters of its jurisdiction.

Mission

The mission of the Hellenic Navy Inspectorate General is:

  1. To conduct Formal and Informal General Inspections, Follow-up Inspections and Special Inspections of all Major Commands, Commands of Warship and Aircraft Groups, Naval Complexes, Naval Commands, Warship and Aircraft Squadrons, Units (Warships and Naval Services), as well as the organizations supervised by the General Staff and Public Legal Entities of the Hellenic Navy, for controlling and evaluating their general condition in terms of operational readiness/availability, organization, training level, morale, equipment and facility maintenance, technical support, logistics, security, supply, infrastructure and facility energy status, environmental protection and quality assurance issues, as well as occupational health and safety issues.
  2. To assess the ability and capability of Major Commands, Naval Commands, Naval Groups and Naval Services, to fulfill their intended mission (Operational Assessment), as derived from the applicable institutional texts, plans, orders or instructions.
  3. To perform Informal Operational Assessments, Inspections and audits of Operational Units (main and auxiliary), in accordance with the current HNGS Standing Order, upon the order of the Chief of the Hellenic Navy General Staff.
  4. To control, ascertain and monitor through inspections the implementation of all orders and institutional texts related to Flight and Ground Safety and the airworthiness of all Aircraft of the Hellenic Navy (rotary and fixed wing aircraft) along with the involved Services, as well as wherever else required. To direct/initiate the adoption of appropriate and air accident prevention measures.
  5. To carry out the investigation of incidents, serious failures, breakdowns, accidents, etc. (except for marine accidents, unless otherwise ordered), in order to ascertain the cause and decide what corrective measures should be taken (except for administrative control measures).
  6. To direct the undertaking of actions for the restoration of critical findings resulting from the aforementioned inspections/audits and to monitor the implementation of corrective actions.
  7. To coordinate and supervise the work of studying and adopting measures to improve the efficiency of the HN structures and the undertaking of specific actions, in order to improve their ability to fulfill their mission.

Hellenic Navy Inspector General

The Inspector General of the Hellenic Navy heads the Inspectorate General of the Hellenic Navy.

  1. He has responsibilities for all matters of General Inspections, Follow-up inspections, Special Inspections (Flight and Ground Safety Inspections, Energy Inspections, Environmental Protection Inspections, Health and Safety Inspections and Inspections on specific General Inspection subjects), inspections and Operational Assessments, assigned to him by the Chief of the Hellenic Navy General Staff.
  2. He recommends to the Chief of  the Hellenic Navy General Staff the program of Regular Inspections, Reinspections, Special Inspections and Operational Evaluations and proposes the conduct of Extraordinary Inspections, Re-inspections and Assessments.
  3. He briefs the Chief of the Hellenic Navy General Staff about the results of each Inspections and Assessments and recommends corrective and/or preventive measures to improve the situation (issue of a detailed Report). In addition, he briefs the Chief of Hellenic Navy General Staff on the conditions of Health and Safety at work and the staff living conditions, with the ultimate goal of minimizing accidents and the well-being of the Hellenic Navy staff.
  4. He participates in the Strategic Planning and Targeting Steering Committee of the Hellenic Navy General Staff as a member.
  5. He has the authority as Great Command Commander over the staff of the HNIG.
  6. He further allocates the staff and personnel assigned to the HNIG depending on the existing needs and in the context of optimal utilization of the serving staff, while it is possible to assign dual duties to Staff Officers on a case-by-case basis.

Inspections Coordinator

He acts on the basis of general and specific instructions provided by the Hellenic Navy Inspector General. He is responsible for the coordination of General Inspections, Follow-up Inspections, Special Inspections and Operational Assessments.

The Inspections Coordinator is responsible for:

  1. The Operational Inspector.
  2. The Technical Inspector.
  3. The Flight and Ground Safety Inspector.
  4. The Health and Safety Inspector.

He recommends the schedule of Regular Inspections, Follow-up Inspections, Special Inspections and Operational Assessments to the Hellenic Navy Inspector General.

He coordinates the execution of Inspections / Assessments, the proper preparation of the Reports, as well as the undertaking of follow-up actions for monitoring the restoration of the findings arising from Inspections / Evaluations.

Inspectors HNIG

Each Inspector:

– Heads the respective Inspection and is responsible to the Inspections Coordinator for matters within his competence.

– Acts based on the general and specific instructions  provided by the Inspections Coordinator,  the powers and responsibilities arising from his area of jurisdiction, directing, coordinating and controlling his subordinate staff. Within the scope of his authority, he may issue orders to further analyze the responsibilities of his subordinates, which are provided in these Regulations.
